IMPROVING THE SITUATION.

CONSTANTINOPLE, 27th Majjj General Wrangel has greatly improved the situation in the Crimea during the last two months. He is hanging mutineers, profiteers, and thieves, including officials, and has also dismissed fifty field officers.
