(Received "May 26, 9 a.m.) >■" BERLIN, 25th Ma.y.v A German Labour Commission at Moscow is negotiating for the migration of skilled German workmen, to the chief' Russian industrial' centres. The scheme provides for a first instalment of 25,000 workmen, increasing gradually to 100,000, selected from metal, engineering, textile, paper, chemical, and railway workers.
