PEKIN, 2Srd May. Cabinet has ordered the drafting of regulations for placing the ex-German concessions of Hankow and Tientsin under Chinese' municipal authorities. It is stated that the Government intends to establish model Chinese settlements in order to pave the way for the eventua] abolition of the system of extraterritoriality.
