PROTEST AGAINST SUB-BENDER.

AMSTERDAM, loth April, ffhe Shipping Congress. at Bremen passed a resolution protesting against the recent surrender of German steamers to the Allies, adding that Germany needed at Jeast 700,000 tons of shipping for her economic restoration. The Government representative announced that he was forbidden to make a statement on the question.
