LONDON, 24th March.' The Local Government rate in Poplar, a poor East End suburb of London, has been fixed at 20s in the pound. The East Ham local government rate of lls 6d in the pound has been frequently quoted as an outstanding example of high rating in London. The local authorities in England pay the costs involved under 'the Poor Laws, and have many functions involving expenditure in addition to those usually vested in municipal councils in New Zealand.
