This proposal by the men, novel for England, was in emulation of naval custom, but, as a councillor pointed out, that custom forms part of the Navy man's engagement contract; Blackburn Corporation employees now have an eight-hour da-y, and the concession 'in the aggregate, had it beau ftrstitod, would have affected consideraSJy the total of hours .worked.
