BERLIN, 20th March. A decree has been issued in which the Imperial- President proclaims Berlin and the Province of Brandenburg to be in a state of siege. T,he police are empowered to search motor-cars, and unauthorised persons bearing arms will be shot on the spot. An extraordinary Court-martial have been established.
