Russian newspapers state that Lenin, ■addressing ,the Council at Moscow, declared that the Workmen's Councils were responsible for the bad state, of industry. The only solution' \y_as to abolish the councils, and place the- administrative, duties in the hands of technical and educated persons. Finally, work had to be militarised. Freedom of work was only possible in bourgeois countries. Compulsory measures provoked resistance by the workers, whereupon Zinovieff proposed the abolition of trade unions, -and the introduction of a communistic dictatorship. Another difficulty was the steady increase of wages. Trotsky proposed payment by foodstuffs, but the scheme was found unworkable. The value of money is also decreasing.
