VIENNA, Bth February. Pettura's representative at ■ Vienna says that foreigners are not tolerated in the Ukraine, where all the Russians, Tsarist and Bolshevik alike, are regarded as foreigners. ' The Ukrainian farmers have risen and are conducting a guerrilla campaign against the Reds.
