The Northern Rugby Union is intent on making the game as attractive as possible, ..and, the council is seriously tackling the scrtimmage problem" (says a Manchester journal). The council has further considered the question, and it has now issued a new instruction to clubs and the referees' societies, to be put, inta operation immediately.
