ONE MAN, ONE SALARY
NEW ZEALAND'S LEAD.

LONDON, 20th November.
An important question of principle aroso on one of the reports at a recent meeting of the Sheffield Council. A chemist is wanted in tho Water Department, and it is proposed that the appointment shall be given, to an official who already holds another office at a salary of £750. The new salary is at tho rate of £200 a year. "The official concerned may be tho very best man in all tho world for the job," says tho Sheffield Daily Telegraph, "but the principle is wrong. There are too many Town Hall cases of one man drawing two or more salaries. The idea almost seems to have developed that every new office that comes up must be allocated (with the new salary) to one or other of tho already overworked officials. Ono man one job and one salary ought to be the rulo at tho Town Hall."
THAT GENERAL MANAGER.
"Tho City Council ha 6 never taken kindly to my. repeated suggestion that a General Manager should be appointed to co-ordinato and generally assist all the many departments of municipal activity. I am making these observations because I see one of the towns in New Zealand has just recognised what I have been pressing on Sheffield for several years, and has appointed a Municipal General Manager. It is 6aid that the appointment is unprecedented in New Zealand. Will Sheffield give a similar lead to English muncipalities?
