EX-KAISER'S CONFIDENCES

LONDON, 7th January, The ex-Kaiser, in his letter to the Tsar referring to an article in the Marine Rundshau on ironclad cruisers, written by him bur signed "L," says: "As material for my article I managed to get interesting details of the Rivadavia. and the Moreno, being built for the Argentine, but now presented by England to Japan. These plans were quite confidential and submitted to me by ' express permission of the President of the Argentine Republic. May you not have U> fight against them..'- It is a great pity you did not buy them." ' [Argentina owns two dreadnoughts named Rivadavia and Moreno, but the ships referred to by the ex-Kaiser were a pair of powerfully armoured cruisers completed in, 1904. They were built at Sesfcri Ponente, near Genoa, Italy, by Messrs. Ansaldo. They were armoured cruisers of 7700 tons, the Rivadavia carrying one 10-inch, two 8-inch, and fourteen 6-inch guns, and the Moreno lour 8-inch and fourteen 6-inch guns. The ships were sold to Japan in 1903,' and were renamed Kasuga. and Nisshin.]
