The Supreme Ceuncil has published a Note explaining the steps taken to induce Rumania to accept the Allies' decisipn. The Council declares that the reply received is conciliatory merely in words, but negatiye aB to facts. Austria's recognition of- Rumania's rights shows incontestably an attitude of extreme moderation.
