A FEW TO BE RETAINED

(REDTER'S TELEGRAM.)

(Received Decembv 3, 2 p.m.)

PARIS, 30th November. The Supreme' Council has decided that the breaking up of the German warships shall begin immediately, and shall be concluded within two years.

One battleship, one light cruiser, and three torpedo boats will be given to each of the five principal Allies for retention for experimental or propaganda purposes, while Britain, France, Italy, and Japan have agreed to the distribution of the proceeds of dismantling the balance among the five principal Allies on the basis of their warship losses.

The United States has not yet given a decision.

Prance proposes that all the enemy submarines should be broken up except ten, to be allotted to France, which alone was unable to build submarines during the waT.
