The Daily Mail, in stating that the Government expects the trial of the exKaiser to begin in London in the New Year, says that, in completing the necessary arrangements, it- has been necessary to wait for the formal ratification of the Peace Treaty before requesting the Dutch Government to surrender him. Ratification is confidently expected within a few weeks, when a united request for the ex-Kaiser's surrender will be presented to the Dutch Government. This request will be complied with, and -the trial will then take place. No limit is prescribed for the severity of the penalty if the ex-Kaiser is found guilty. No arrangements have been made to exclude the death penalty.

Private advices from Berlin state that the Inquiry Commission found largely against the ex-Kaiser. The report will be made public at the end of the week.
