CONDITION MUST BE BROUGHT TO AN END LEAGUE OF NATIONS THE TRUE ' MEANS. (Received November 6, 2 p.m.) "BERLIN, 4th November. The' Frankfurter Zeitung declares that the financial situation of France and her credits abroad, will be decisively influenced by Germany's inability to meet her financial obligations. The war enterprise had been a failure for all the European Powers. The whole of Europe must combine to bring that failure to an end, and the only means is a true league of nations, built on an economic basis.
