The Government has no official intimation that Germany, will refuse to surrender the officers indicated for breaches of the laws of warfare. The Admiralty's list of the submarine' commanders concerned has been sent to Paris. Some misgiving has arisen owing to the release of Keisewetter, a notorious submarine commander, in direct opposition to the Admiralty's wishes.
