The New York Woria's correspondent ''at Berlin interviewed vonßemhardi, who prophesied another war. Ho said he considered it light for England and France to inflict the Severest terms upon Germany, because this was the only way to insure themselves against the Teuton peril. He said Germany iright not keep her obligations, thus making a new war necessary. He added that the Kaiser should not be blamed for the war; he should be blamed only for not declaring war sooner. Von Bernhardi does not think the League of Nations will end wars, because the interests of States will always outweigh ideals. He said the German nation will again rise, and that the more hate and revenge manifested towards Germany now, the sooner and more violent will be the reaction. '
