EUROPE GRAVELY AFFECTED
PRODUCTION DANGEROUSLY LOW

The Council viewed the European coal position with the utmost gravity. Production has fallen dangerously low, and it is impossible to decrease the consumption sufficiently to meet the deficit owing to the essential minimum requirements. The only remedy is to increase production and improve the distributive organisation. * The latest estimate of the British output is 180 million tons, which is not sufficient for the internal consumption. Italy's prospects are considered grave, in view of the cessation of British exports.
