VIENNA, 3rd August.

A rapid.and dramatic series of events preceded the collapso of Bela Kun's Government. The discontent of the semi-starved pe,ople, concurrent with the success of the approaching Rumanians, sealed the fate of the Soviet Government. The troops in Budapest, except the picked terrorist section, were found to be unreliable. A majority of the recently armed workmen were dissatiefled with their pay and only awaited the opportunity to revolt.

After a meeting of Cabinet tbe Soldiers' and Workers' Council debated the position. The principal speaker attributed the crisis to the failure of the world revolution, the lack of^aid from Russia, and the unreadiness of the Hungarian proletariat to make further sacrifices. The Bolsheviks agreed that the military situation was hopeless, and that the only course was tp revert to a democratic basis. (Received August 6, 8 a.m.) PARIS, 3rd August. The Supreme Council is suspicious of the new Hungarian Government, which is possibly merely a camouflaged Bolshevik Government. It is pointed out that Beidl was Bela Kun's generalissimo j he also represented Bela Kun at Vienna. The new Foreign Minister, Agoston, is also a friend of Bela Kun. The council has decided to judge the Governmet by its acts. Messages from Vienna state that a disastrous military situation has been caused by Bela ICun's downfall. The event was received with universal rejoicing. The new Cabinet consists of the Metal Workers' Union and members of the former Karolyi Ministry. The Government's immediate task is to stop the advance of the Rumanians.
