In the House of Commons the Government of India Bill was committed to a Joint Committee of the House of Lords and the House of Commons.

The grant of a considerable measure of responsibility in various fields to the provincial legislatures, which are to be mainly composed of direcfjy-elected representatives, with as broad a franchise as is possible under. Indian conditions The bifurcation of the Vice-rcgsl Legislature, the Seconds Chamber being called} the Council of State. The provision of machinery for periodic-inquiry for considering whether further subjects can be transferred to popular control. The setting up of a Select Committee of the House of Commons on Indian affairs. An inquiry into the constitution and working of the Secretary of State's Council and the India Office. The creation of an Indian Privy Council and a Council of Princes.]
