■ A movement is on foot in Shanghai for the erection of a monument to the memory of the gallant Allied Mid neutral seamen vyho have lost their lives by the German submarine campaign. The sit© proposed is that recently occupied by tho German memorial to the seamen of the German gunboat Iltis, lost in 1893 by the incapacity of her officers. The Iltis monument was removed by Messrs.
