CAIRO, 21st April (delayed),

The Times correspondent learns from reliable sources that the present appearance of restored quietude is only superficial. "The provincial natives at present seem to submit, but outbreaks would recur immediately if the troops were withdrawn. Cairo serves as a nerve centre of the agitation of a clique of lawyers, students, and azharites, who inspire and direct the ferment over the whole country. Agents are sent out on motor-cycles, and a succession of troubles mark their trail everywhere. Only 15 per cent, of the native officials have resumed their work in Cairo. Secret intimidation of the remainder persists, in spite of the warning. The Government still delays its threatened drastic action, which obviously is unavoidable! (Received May 2, 11.30 a.m.) LONDON, Ist May. 'Egypt is quieter. The British officials under martial law are carrying on the government, as the Egyptian Cabinet is not carrying out its functions.
