REGULATIONS ISSUED.

MELBOURNE, Ist May. In connection with the taking over of the coal supply by the Australian Commonwealth Govera/nenfc, reported yesterday, regulations have been issued empowering the Prime Minister to acquire all coal, appoint selling and distributing agents, fix rates, wages, and conditions of employment, determine the compensation to owners, fix the selling prices, and oancel or suspend contracts for supply-
