REPLACEMENT OF STOLEN PROPERTY
NEW YORK, 18th April. A Paris telegram to the Tribune states that the sub-committee which is considering the reparation payments has reported that within eighteen months of signing the preliminary peace Germany should bs able to pay 4,600,000,000 dollars (£920,000,000), of which 736 jnillion dollars (£147,000,000) ivould be specie. The committee also recommended that the enemy States should be compelled to restore all the property stolen from the Allied countries. If this is not recoverable, the equivalent should be seized. This would include rolling' stock, cattle, timber, machinery, and other property. The matter should be entrusted to an inter-Allied Commission.
