BERNE, Bth February. Continuing the discussion on the League of Nations, Herr Eisner said that Germany had been spiritually reborn. He ■'hoped, she would not even demand a citizen armyMr. Henderson said the Peace Conference was looking towards Berne. The British are anxious that the congress should be practically useful.
