Litvinoff (the Russian Bolshevik Government's envoy in London) has delivered a Note to the-: Allies. The terms include the definition' of frontiers, some form of compensation ! for d«bts, mining concessions, guarantee* > of non-interference in the .internal affair* of other countries, and trading facilities. M. Litvinoff also addressed President '- Wilson, pointing out that the Red Tpr- j roy followed the intervention of tin* ] Powers and was likely to recur with \n-> ' creased violence if intervention continued. - Intervention could only end in a militar*/ dictatorship or a restored monarchy, wiMh gigantic slaughter.
