The Daily News Berlin correspondent has interviewed Herr Kautsky, whose report on the official archives shows that the responsibility for the war rests in the following order : The Kaiser, the Crown Prince, yon Ludendorff,. yon Tirpitz, the 1 industrial magnates, and the Pan-Germans. .
