SEIZURE OF BALTIC PORTS.

NEW YORK, 23rd December.

The New York Times Washington correspondent states that tho Lithuanian Council has announced that the Prussian Lithuanians have revolted against Prussian domination, and seized control of Tilsit, Memel, Insterberg, Darkehmen, Velau, and Goldap. They will demand that East Prussia, shall be incorporatedin Lithuania. A Prussian Lithuanian National Council has been formed.
