ROME, 21st December.

M. Milinkoff, the ex Russian Foreign Minister, stated in an interview, that Russia is threatened with the most appalling catastrophe in history, and Allied intervention is imperative. A small effort would have saved Russia a year ago, but to-day, a strong army is required. Ninety-nine per cent, of the population, including the Moderate Socialists, is in favour of Allied intervention.
