AGGREGATION.
"It hda been said that the 1913 Act is a dead letter," said Sir Francis Bell, referring to the aggregation clauses of,the Land Bill. "But that is not a fact. A/ great deal of inquiry has been mado under that Act, though no land has been acquired. The Act has had a great effect as a scare to aggregators, and the Minister of Land's is of opinion that this measure will have a' similar effect. A man buys land and he has the risk 'of having it taken from him some consideAble time afterwards at the previous Government valuation, plus 10 per cent." ' ,
