The New York Times Washington correspondent' states that Mr. Daniels, Secretary of the Navy, in his annual report, urged Congress to adopt a-three-year: naval programme at a cost of 6000 million dollars. The programme proposes the building of 156 vessels, including ten battleships and six battle cruisers.- In future American Dreadnoughta and battie-ermsers wHI be armed with sixteen-inch guns. v ,
