AMSTERDAM, 4th November.
Advices from Berlin state that Germany, through the Swiss j Government, has proposed to the other belligerents the cessation of aerial attacks in the rear of the zone of operations on the gronnd of humanity and _ the preservation of monuments of civilisation. The report says that German aviators ,were ordered to cease such stacks at the beginning of October.
