AN IMPORTANT DECLARATION

LONDON, 9th August. The Press Bureau reports :—A declaration by the British Government to the 'people of Russia^ issued at Vladi- j vostok, states inter alia : "We want not ' only to stem the German penetration, but to bring economic jelief to your ruined and suffering. country. We have ' sent some , supplies, and more will follow.
"We wish to aid the' development of the industrial and natural resources of your country, not to exploit them for ourselves';,to enable you to take your rightful place among the free nations of the world. Our desire is to see Russia strong and free, and then, to. retire and watch the Russian people work but their own destinies.'" ' '
