GERMANY SHOULD BE INCLUDED
WAR CABINET MINISTER'S VIEWS.

LONDON, 6th August.
Mr. Barnes (member of the War Cabinet), speaking at Cambridge, said he would include Germany in, the League of Nations because including her meant ; the revision of old dangers. He favoured I the Entente taking the initiative, and j suggested that an inter-Allied conference be held at The Hague, including representatives not only of Governments but of peoples. Such a conference would have a. great moral effect in Allied' countries and might induce the Germans jto reconsider their world positions and I relations with their present taskmaster. Mr. Bamcs also suggested the creation of commissions to investigate territorial adjustments, limitation of armaments, and other matters.
