11GNIFICANT MESSAGES PROM PRANCE

(Received July 16, 8.40 a.m.) PAftjg, 15th July. M. Poincare, in his 'Bastille J)ay message to the American forces, says: "Fot four years the gallant British, iVench, and Belgian Armies have been fighting upon thef^asted soil of* France and Belgium for right and freedom. The splendid American Army now domes to assume a. great part in the gigantic Struggle. We have the same aims, the same resolution, to pursue the war with the best of our strength until common victory frees the World from German domination. United and determined, we will attain our end, and will soon celebrate together the deliverance of the nations and reparation for violated rights." General Joffre in his message says': "We all feel that the moment approaches when the defeat of Germany will allow all the free, nations to celebrate the independence of the world." is significant that both messages contain phases indicating that an early yictory is expected.
