ANNUAL MEETING OF DELEGATES The Wellington Football Association held its 27th' annual meeting of delegates in the V.M.C.A. rooms last evening. Mr.' A. E. Wells was in the chair, and there was a good attendance. The Chairman, in moving the adoption, of the report and balance-sheet, congratulated the members of the association on the great success of the 1917 Eea-. son. He said he hoped that during the coming season the public would support the game by attending the various matches. If they did this the success of the game in the future would be assured. Ho drew attention to the fact that, appearing on the balance.sheet was an item "sundry debits," amounting to about 330. ' This, he explained, was largely composed of money owing to the association by the various clubs as entrance P-nd ground fees. Ho-urged-delegates to impress upon the clubs the need cf paying the fees, and referred to the difficulty, experienced by members of the '.•omiuittEe in guiding the association financially. The motion was seconded by Mr. F, O'Connell. Mr. A. E. Smith, representing the V.M.C.A., paid a tribute to the work; of the management ' committee during the year. Their work, ho stated, wa» largely responsible for the position of the association at the present time. The report and balance-sheet were adopted. The following officers were elected foi the ensuing year:—Patron, Mr. 0. H, Jzard; president, Mr. C. P. Skerrett, K.C.; vice-presidents, Messrs. J. F. At. kins, J. H. Pye-Smith, W. M. Matheson, C. K. Dick. C. J. Ward, H. N. M'Leod, A. J. Abbott, 0. G. Wilson, and F, Boss; secretary, Mr. A. Williams; treasurer, Mr. W. Duncan; management committee, Messrs. H. Yeoman, C. F. Ward-, W. Auld, A. E. Wells, B. Hill, A. Smith, and C. Webster; hon. auditors, Messrs. H. D. Vicksry and H. L. Gqd'ber; -delegates to New ZealandAssociation, Messrs. F. O'Connell and J. M'Crorie; vice-presidents of New. Zealand Council, Messrs. F. J. Courtney and J. J. Roberts. Complimentary reference to the work of the secretary was made by the chairman, who said that the secretary's lab- ■ ours had been invaluable to football in Wellington It was moved on. behalf of Mr. F. Driscoll that ho transfers of players from one club to another shall be granted after the 30th August in League or Cup competitions. After - considerable discussion, Mr. C. F. Ward moved that -no transfers be granted during the year unless application was made to the association, which would have discretionary power in granting tho transfer. In the past it has been the custom for the secretary to grant' transfers'; if the necessary formalities had been complied with, up till the end of June. After; that time the Management Committee dealt with the matter. Mr. Ward's motion, which was agreed to, will mean that all applications for transfer will come before the committee, which mayeither grant or refuse the requests. A notice of motion by Brother Egbert, dealing, wit^i the age limit in.i school matches, was held over until a future meeting. In the meantime, the .yarious headmasters are to be approached with a view to obtaining an expression of opinion. The following motion, moved by Mr. Wills, was carried :-—"Ground fees shall hi paid to the association within three days of the debit being incurred. The onus' of -ascertaining the amounts due shall rest with the club concerned."
