CRISIS IN SPAIN
PROPOSALS TO INCREASE MILITARY STRENGTH
LEAD TO CABINET'S RESIGNATION

LONDON, 10th March.
The Daily Telegraph's correspondent at Madrid says that the Council of Ministers approved a royal decree authorising the expenditure of eight millions sterling. It was proposed to increase the pay o£ officers, and a large increase in the army was provided forj including one division o{ artillery and two divisions of infantry. The naval bases were also to be strengthened against invasion. The public is astounded, and believes that the decree is unconstitutional.; There has been nothing similar to it in Spain's political history, and it is a heavy blow to democracy. Don Amalio Gimeno, Minister for the Navy, representing the Romanones section, resigned as a protest, precipitating a Cabinet crisis. The Cabinet resigned, and King Alfonso accepted Marquis Garcia Prieto's resignation.
