CIVIL WAR GOING ON SPOBADI- ' CALLY. (PI>BUSI3ED IN THE TIMES.) ' (Received February 28, 3.10 p.m.) PETROGRAD, 27th Feb. It is reported_ that tho Germans captured Duo, an important railway centre functioning direct with the Petrograd and Riga to Zau lines. Civil war is going on sporadically. The Soviet forces routed the Cossacks at Rostoff and arrested the leader Nasaroff. .
