The Manchester Guardian says that the authorities in Ireland have failed to realise the importance of the insidious beginnings of semi agrarian crime and intimidation which has now become reckless, irresponsible, and defiant. The movement would deserve the name "anarchical" if it did not seek to justify itself by attempting to perform some of the neglected- duties of the existing anarchical system of government. ' Sporadic bands, calling themselves provisional governors, were lawlessly attempting itoal reconstruction, which the Executive had suspended at the outbreak of the war. Almost every parish has its Prothero and Rhondda, instructing farmers and graziers not to buy or sell. '"•The Sinn Feiners threaten to control the exports. Ireland must be given a Governmentwhich will govern, whatever 1' the constituion. LONDON, 26th February. ■ In the House of Commons. Mr. Bouar Law said that the condition of part of Ireland was under Cabinet's consideration. He was not able to make a statement regarding the measures contemplated for strengthening the. Executive's hands. ■
