REPORTED" DECLARATION AGAINST KALEOIN'S PARTY

LONDON, 26th January.
A wireless message states : A Russian Congress of Cossacks from the front.was inaugurated at Kamensky on 23rd. January. Twenty-three regiments and five batteries were represented, also all the participants at the Voronez conference, and the whole of labouring Cossackdom. General SKaledin ordered the dispersal of the congress, and the arrest of the organisers. The congress unariiriiousiy passed a resolution to declare war against Kaledin, Teldgatirig to iir self all authority in the Don country, and, sent detachments for the purpose of capturing Likhaia and Zvevefo, and.arrested eighteen superior .officers. The Cossacks are fired with: eiTchusias'rii, and they are striving to end Italedin, with the assistance of an army of the 'Workmen's and Peasants' Government, With, the object of destroying the- bourgeoisie of Russia on the Don, leading to 'victory and a great revolution.
