The Reichstag was helpless throughout the crisis, and left the Government a free hand to deal with Russia.
Admiral yon Tirpitz, speaking in Berlin, said: "We need only to hold out in order to obtain peace in accordance with our wishes. Yon Hindenburg and Yon Ludendorff will secure our 'interests in the West, to surrender which would mean ruin to Germany's political and economic futm'e."
