RELATIONS WITH BERNSTORFF

WASHINGTON, 16th January. Count Bernstoff A urged Germany to capture-the steamer Uraguaya, which was leaving Buenos Aires on 30th January, 1915, carrying M. Caillaux and also important papers. One of Bernstorff's messages quotes Caillaux as declaring that "England is struggling for her existence.' Another said that Caillaux ' welcomed indirect courtesies from Bernstorff, but advised caution.
