GERMANY APOLOGISES
LUXBURG'S ACTION DISAPPROVED,

BUENOS AIRES, 18th September. Germany has apologised for the Liixburg affair, and states that she entirely disapproves of Count Luxburg's action. It is generally believed that the Government of Argentina will accept the apology. Count Luxburg is staying at the' Austrian Legation, and has asked Spain to ■ecure him » safe conduct to Berlin,
