KORNILOFF'S LOW OPINION OF THE GOVERNMENT

PETROGRAD, 15th September

General Korniloff's proclamation to the Russian people, after the Provisional Government had demanded his resignation, says: "A soldier's duty, a citizen's sacrifice of liberty, and devoted love for my country at this menacing moment of our national existence, have led me to disobey the Provisional Government's order to resign my command.
