[M. Stunner became Premier of Russia in February, 1916, and Foreign Minister as well in July, 1916. In November, 1916, he retired as Premier, under the shadow of suspicion as pro-German. He was supposed to have been implicated in the machinations of the old regime for a separate peace with Germany, and bribery charges were raised against him. It was during his term of office that Rumania, largely owing to Russia's failure to supply men and munitions, was oyemin by the Germans.]
