AMERICA'S DOMESTIC NEEDS
PRESIDENT'S PROCLAMATION.
WASHINGTON, 28th August.
President Wilson has issued a proclamation extending the .American export control to all articles. The proclamation says that domestic needs must first be met, and the sanction of exports to neutrals will come afterwards, providing that the enemy does not benefit directly or indirectly.
