The New York Times correspondent at Washington states that the news received is interpreted to mean that Riga is seriously threatened, and possibly Will be evacuated. ' t There is a serious military, economic, and political crisis, -which will severely test the stability of the Kerensky Government, and the capital may be removed to Moscow.
