• LONDON, 22nd August. The Daily Chronicle's correspondent at Petrograd reports a chaotic condition in Finland. The Diet sat for four months, and the legislative result was practically nil. The militia at Heteingfors recently struck, leaving the city unprotected. Drunkenness and robberies are rife, murders are frequent, as well as strikes and riots. The rioters demanded the resumption of the Diet sittings, and broke into the Town Council and made the Councillors prisoners until they were released by' the militia and students. Many were wounded in street shooting. There is a strong undercurrent of_ pro-German agitation. The Russian Government is determined to take decisive action.
