LEGISLATIVE COUNCIL
The Acting-Speaker (Hon. W. C. T, Carncross) resumed the chair in thf Legislative Council at 2.30 o'clock thg afternoon. I The report of the Statutes Revisio Committee on the New Zealand Ir scribed Stock Bill was presented by th Hon. o.' Samuel, and was considered i Committee, and various consequential, amendments on a new clause were a[ proved. The new clause in the By dealt with tihe issuing of certificates b; " the Registrar as evidence to title to it scribed stock. The Leader of the Coin cil (Sir Francis Bell) explained that th clause had been suggested by the Hon < 0. Samuel, and approved by the lav draughtsman and the Crown Law Office The effect of it was to constitute tw classes of certificates—one the ordinar bond and the other relating to certificate of title without which a trans ference was impossible.
